Transforming NDDC from Transactional to Transformational

Dr. Samuel Ogbuku, Managing Director of the Niger Delta Development Commission (NDDC), has initiated a paradigm shift in the Commission’s approach to regional development. The N30 Billion Enterprise Development Fund

Central to Dr. Ogbuku’s empowerment strategy is the launch of a N30 billion Enterprise Development Fund aimed at supporting small and medium-sized enterprises across the nine states of the Niger Delta. Rather than being administered directly by the Commission, this fund is managed through trusted partners—the Niger Delta Chamber of Commerce, Industry, Trade, Mines and Agriculture (NDCCITMA) and the Bank of Industry (BoI). This collaborative approach is intended to guarantee transparency, accountability, and efficiency in fund deployment.

An initial tranche of N10 billion has already been disbursed to NDCCITMA as the first phase of implementation. This initial rollout is projected to benefit approximately 5,000 small businesses, equipping them with the capital and resources needed to scale operations and drive regional commerce.

Strategic Partnership with NDCCITMA

One of the cornerstones of this initiative is the Commission’s strategic alliance with NDCCITMA. This partnership provides a structured platform for entrepreneurs to access mentoring, capacity-building programs, and networking opportunities. To streamline operations and further professionalize the region’s business environment, the NDDC has made it mandatory for all contractors and vendors doing business with the Commission to register with NDCCITMA.

This initiative is designed to build a cohesive ecosystem of entrepreneurs and service providers who can collaborate, compete fairly, and contribute meaningfully to the regional economy.

Empowering the Backbone of the Economy: MSMEs

Dr. Ogbuku’s initiative places special emphasis on supporting nano, micro, and small-scale enterprises (MSMEs). These businesses, often considered the backbone of local economies, are targeted through tailored programs that address their unique challenges—such as access to finance, technical expertise, and infrastructure.
