Dr. Samuel Ogbuku, the Managing Director of the Niger Delta Development Commission (NDDC), has been spearheading a transformative agenda aimed at revitalizing small businesses across the Niger Delta. His leadership reflects a bold commitment to sustainable development through a concept he calls “comfort through power”—empowering people economically to ensure regional peace, prosperity, and progress.

This vision is being realized through financial investments, strategic partnerships, capacity building, and targeted support for Micro, Small, and Medium-sized Enterprises (MSMEs). Below is a comprehensive review of the initiatives shaping the economic landscape of the Niger Delta under Dr. Ogbuku’s leadership.

Robust Financial Commitment to MSMEs

One of the most groundbreaking steps taken under Dr. Ogbuku’s administration is the allocation of N30 billion to support small businesses in the region. This substantial financial injection is aimed at reducing barriers to capital for MSMEs and nano-businesses, who are often sidelined by traditional financial institutions.

As part of this intervention, an initial N10 billion has already been disbursed, directly benefiting 5,000 businesses across various sectors. The remaining N20 billion is expected to be released in phases, ensuring continued support to budding and existing entrepreneurs.

To streamline access to funding, the NDDC has partnered with the Bank of Industry (BOI). The full N30 billion has been deposited with the bank as the commission’s counterpart contribution. This collaboration enhances the availability of low-interest loans and creates a reliable financial mechanism to support business expansion and job creation.

Strategic Partnership with NDCCITMA

The NDDC’s empowerment strategy is further reinforced through its collaboration with the Niger Delta Chamber of Commerce, Industry, Trade, Mines, and Agriculture (NDCCITMA). Dr. Ogbuku has emphasized the pivotal role of NDCCITMA in driving entrepreneurship, grassroots economic participation, and regulatory oversight for the business community.

The Chamber has been charged with the implementation of entrepreneurship development programs to ensure transparency and grassroots reach. As part of this process, all contractors and vendors working with NDDC are required to register with NDCCITMA by July 31, 2025. This move will streamline vendor management and promote fairness in project allocation, while aligning business activities with the commission’s larger development agenda.

Empowering Communities through Skills Development

Recognizing that access to funding alone is insufficient, the NDDC has also launched robust capacity-building initiatives aimed at equipping the region’s youth and women with practical and market-driven skills. These programs include training in technical vocations such as pipe fitting, sandblasting, scaffolding, and forklift operation.

The commission has also disbursed N5 billion through NDCCITMA to fund entrepreneurship training specifically for women and young people. This initiative is designed not only to create employment but also to encourage innovation, economic independence, and long-term self-reliance among participants.

Unlike past approaches that relied heavily on stipends and short-term handouts, the current NDDC administration is focused on sustainable empowerment. The emphasis is now on building lasting capacity and enabling small businesses to scale through structured support systems and entrepreneurial education.

Central to these reforms is Dr. Ogbuku’s guiding philosophy—“comfort through power.” This principle underscores the belief that empowering individuals economically creates stability and unlocks human potential. Tackling Regional Challenges through Collaboration

Despite the significant progress recorded, Dr. Ogbuku remains candid about the scale of challenges confronting the Niger Delta. From infrastructural deficits to environmental degradation and unemployment, the region still requires substantial investment and strategic coordination.

To address these realities, the NDDC is adopting a multi-pronged approach that includes institutional reform, stakeholder collaboration, transparency in governance, and deeper community engagement. The goal is to build a development model that is not only effective but also inclusive and resilient.

Focusing on Agricultural Empowerment

In line with the federal government’s emphasis on agriculture, the NDDC is shifting attention to agribusiness as a major driver of economic transformation. Plans are underway to organize a mini-agricultural summit and retreat that will result in a comprehensive roadmap for agricultural development in the region.

A critical component of this initiative is the LIFE-ND (Livelihood Improvement Family Enterprise for Niger Delta) project, a collaboration between the International Fund for Agricultural Development (IFAD) and the Federal Government. LIFE-ND is designed to improve livelihoods through agribusiness support targeted at rural women and youth. The NDDC’s participation in this initiative reflects its strategic intention to harness agriculture for food security, employment generation, and rural development.
