A New Vision for Development
Dr. Samuel Ogbuku, the Managing Director of the Niger Delta Development Commission (NDDC), has consistently championed youth empowerment through technology and digital skills. He emphasizes that the future of the Niger Delta lies in the creativity and innovation of its young people, stressing that physical infrastructure alone cannot drive sustainable development.
Bridging the Digital Divide
In collaboration with the First Lady’s Renewed Hope Initiative, the NDDC distributed 45,000 uLesson tablets to schools across the region. Preloaded with curriculum-based content, these devices are designed to provide equal learning opportunities for students, especially those without access to private tutoring. The initiative is also preparing young learners for an increasingly digital-driven economy where technological literacy is essential.
Expanding Skills Acquisition Programs
Dr. Ogbuku has overseen the rollout of technical skills acquisition initiatives aligned with President Bola Tinubu’s Renewed Hope Agenda. These programs target youth unemployment and social restiveness by equipping participants with marketable skills in pipe fitting, scaffolding, sandblasting, and forklift operation. With demand for such expertise in industries like construction and oil and gas, the programs are intended to create pathways to meaningful employment and entrepreneurship.
Encouraging Tech Innovation and Entrepreneurship
The NDDC, under Ogbuku’s leadership, has actively supported platforms that foster innovation, such as the Port Harcourt Tech Expo. By providing opportunities for young innovators to showcase their ideas and connect with industry leaders, the Commission is encouraging a culture of problem-solving and self-reliance. Dr. Ogbuku has urged youths to think beyond traditional employment by establishing their own companies and creating jobs for others.

Ogbuku’s leadership represents a strategic shift in development thinking within the Niger Delta. Rather than focusing exclusively on physical infrastructure, his approach places strong emphasis on building human capital.
