Dr. Samuel Ogbuku, Managing Director and Chief Executive Officer of the Niger Delta Development Commission (NDDC), is redefining the trajectory of development in the Niger Delta through a new philosophy anchored on dialogue, inclusivity, and strategic collaboration. His leadership marks a decisive departure from transactional and top-down administrative models that have long characterized the region’s development approach. Instead, he has introduced what he describes as a “dialogue-based approach,” aimed at closing the gap between the region’s vast natural wealth and the lived realities of its people.

At the heart of this model is the concept of “rewinding to rebirth”—a principle that calls for learning from past missteps to create a more transparent, participatory, and sustainable pathway for regional growth. Through NDCCITMA, the NDDC seeks to build a vibrant business ecosystem that stimulates job creation, supports small and medium enterprises, and attracts investment to the region.

Acknowledging the region’s history of agitation and unrest, he has advocated for peaceful coexistence and the use of Alternative Dispute Resolution (ADR) mechanisms to manage conflicts. Moreover, the NDDC is actively strengthening partnerships with international oil companies, federal and state governments, and global development organizations. By fostering collaboration rather than competition, Dr. Ogbuku aims to prevent duplication of efforts and ensure that every developmental investment yields tangible, lasting benefits for the people of the Niger Delta.
