In the heart of the Niger Delta, where rivers meet the sea and communities depend on the waters for livelihood, a new era of peace and protection is emerging. Thanks to the visionary leadership of Dr. Samuel Ogbuku, Managing Director of the Niger Delta Development Commission (NDDC), the region is witnessing tangible steps toward safer waterways, stronger security, and sustainable development.
Recently, the former Chief of Naval Staff, Vice Admiral Ikechukwu Ogalla, commissioned nine state-of-the-art strategic security projects executed by the NDDC in Ayakoro, Ogbia Local Government Area of Bayelsa State—a gesture that underscored Dr. Ogbuku’s unwavering commitment to safeguarding lives and property across the Niger Delta. These facilities, ranging from modern administrative blocks to high-capacity houseboats and solar-powered operational bases, are not just physical structures—they represent hope, safety, and progress for the people.
The projects, fully equipped with operational and backup systems, include a furnished administrative block, residential quarters, a 40-man houseboat with twin 100kVA generators, gunboats powered by 200Hp Yamaha engines, a floating jetty, and solar inverters for sustainable power supply. The Commission also donated a fully equipped Toyota Hilux vehicle for field operations. In a rare gesture of community partnership, Ayakoro offered hectares of land to the Nigerian Navy for the construction of a naval school—signaling a deep collaboration between the people, the NDDC, and the security forces.
Speaking through the Commander of Operation Delta Safe, Rear Admiral Noel Madugu, Vice Admiral Ogalla described the NDDC’s gesture as a demonstration of meaningful partnership and national service. He commended the Commission’s foresight, noting that the strategic location of Ayakoro makes it vital for maritime security in the Gulf of Guinea and beyond. “The facilities will strengthen the Navy’s operational capacity and ensure a safer maritime corridor,” he said, while urging community members to contribute through intelligence sharing and cooperation.
Bayelsa State Governor, Senator Douye Diri, represented by Brigadier General Eric Angaye (Rtd.), lauded the NDDC for complementing government efforts to protect Nigeria’s most valuable economic region. He emphasized that the Niger Delta remains the country’s oil and maritime hub, providing the lifeblood of the national economy. “Securing this region is not just a necessity—it is an investment in Nigeria’s stability,” he said.
For Dr. Ogbuku, security and development are two sides of the same coin. His leadership has consistently emphasized that no meaningful growth can occur in an environment plagued by fear or instability. “President Bola Ahmed Tinubu has given us a clear mandate to deliver legacy projects that will stand the test of time,” Ogbuku explained. “But we can only achieve this in a peaceful and secure region. That is why we continue to collaborate with the Navy and other security agencies—to ensure sustainable peace that ushers in lasting development.”
Under his watch, the NDDC has intensified collaboration with the Nigerian Navy, investing in infrastructure that supports both operational readiness and community welfare. From building jetties and schools to providing critical facilities within naval bases, the Commission’s support has strengthened the Navy’s ability to safeguard the region’s waterways. Dr. Ogbuku’s vision is clear: peace and progress must walk hand in hand, and the Niger Delta deserves both.
The Executive Director of Projects, Dr. Victor Antai, highlighted that the nine projects were conceived not just as military infrastructure but as development anchors—designed to enhance safety, improve operational efficiency, and inspire community trust. He reaffirmed that through these initiatives, the NDDC is not only securing borders but also protecting livelihoods.
At the commissioning ceremony, dignitaries including Rear Admiral Aliyu Ahmad Gaya (Flag Officer Commanding, Central Naval Command), Rear Admiral Noel Madugu (Commander, Operation Delta Safe), Brigadier General Eric Angaye (Rtd.), Rt. Hon. Abraham Ingobere (Speaker, Bayelsa State House of Assembly), and senior NDDC executives all stood together in a show of unity and purpose.
For the people of Ayakoro, the event was a day of joy and gratitude. The Acting Paramount Ruler, Chief Micah Etebi, expressed deep appreciation to Dr. Ogbuku and the NDDC for transforming the once-neglected riverine community into a beacon of national significance. “These projects are proof that the NDDC under Dr. Ogbuku is making real impact in the Niger Delta,” he said.
Indeed, beyond the gleaming structures and the hum of new engines, lies a story of leadership grounded in service—a leadership that sees security not merely as the absence of conflict but as the foundation for opportunity, growth, and dignity.
