The significant shift in focus at the Niger Delta Development Commission (NDDC) under Dr. Samuel Ogbuku, particularly his initiative to revitalize agriculture. This represents a strategic move to diversify the regional economy away from its over-reliance on oil.

​The NDDC, under the leadership of Dr. Samuel Ogbuku, has aggressively pursued a policy of economic diversification, encapsulated by the Federal Government's declaration of a "state of emergency" on agriculture. This declaration serves as a crucial policy signal, elevating food security and agricultural development to a top priority for the Commission. 

Dr. Ogbuku consistently emphasizes that the NDDC’s mandate extends beyond infrastructure to include human capital and economic empowerment. By prioritizing agriculture, the commission aims to tap into the Niger Delta’s vast, fertile lands and potential for aquaculture, transforming the region into a major food basket for Nigeria, which simultaneously addresses youth unemployment and poverty.  

​A cornerstone of this agricultural renewal is the Holistic Opportunity Projects of Engagement (HOPE) initiative. Project HOPE is a comprehensive framework designed to create a transparent database of unemployed youths, identify their skills, and channel them into productive sectors, with agriculture being a key pillar. Rather than the past practice of awarding contracts and starter packs to non-committed beneficiaries, the NDDC now focuses on a data-driven approach.
 This process involves registering potential beneficiaries and engaging with communities to secure land for large-scale commercial farming, ensuring that empowerment programs are sustainable and rooted in tangible economic ventures.  

​The practical execution of this emergency policy is visible through direct support programs. For instance, the NDDC has initiated schemes to support thousands of smallholder rice and cassava farmers across the Niger Delta states. This support goes beyond mere handouts, encompassing the provision of quality farm inputs, financing, mechanization, and essential extension services. Dr. Ogbuku understands that production alone is not enough; thus, these initiatives often include connecting farmers to reliable off-takers and markets, thereby reducing post-harvest losses and guaranteeing income for participants.  


​The NDDC is actively seeking partnerships and leveraging technology to enhance agricultural productivity. At the NDDC Food Security Innovation and Investment Summit, the Commission expressed its commitment to adopting modern farming techniques, investing in biotechnology for crop resilience, and using data analytics for better resource management. This forward-looking strategy involves collaborating with governments, private sector investors, international donor agencies like the International Fund for Agricultural Development (IFAD) through co-sponsored projects like the Livelihood Improvement Family Enterprise-Niger Delta (LIFE-ND), and research institutions.  


​ Dr. Ogbuku's "state of emergency on agriculture" signals a paradigm shift from a focus solely on physical infrastructure to holistic, sustainable development centered on food security and economic opportunities. By promoting transparency, collaborating with international partners, and utilizing technology through programs like Project HOPE, the NDDC aims to cultivate a region that is economically prosperous, socially stable, and capable of sustainably feeding its population, thereby laying a strong foundation for future generations.
