A major component of Dr. Ogbuku’s administration is the completion of long-abandoned and stalled infrastructure projects that had once stood as symbols of neglect. Among the notable projects being delivered are the Ogbia-Nembe Road in Bayelsa State—a 27.5km highway with seven bridges constructed in partnership with Shell Petroleum Development Company (SPDC)—the Ibeno Bridge and the adjoining six-kilometer road network in Akwa Ibom State, and the Obehie-Oke-Ikpe Road in Ukwa West Local Government Area of Abia State. These efforts not only enhance mobility and trade but also restore public confidence in the NDDC’s ability to deliver on its promises.
In addressing one of the region’s most persistent challenges—electricity—Dr. Ogbuku has launched initiatives aimed at improving power supply and promoting energy sustainability. The “Light Up the Niger Delta” project, for instance, is introducing solar power systems to remote rural communities, providing clean and reliable electricity to areas that have long been off the grid. In addition, the completion and commissioning of the 45-kilometer double-circuit 33KV feeder line from the Omotosho Power Station to Okitipupa in Ondo State has restored power to several local government areas that had been in darkness for years.
Recognizing the need to diversify the region’s economy and reduce overreliance on oil, the NDDC under Dr. Ogbuku has made bold strides in promoting agriculture and entrepreneurship. His vision is to make the Niger Delta the nation’s food production hub through sustainable agricultural development. This vision is being realized through the establishment of regional food hubs, promotion of agricultural value chains, and provision of equipment and land-clearing services to support farmers.
Dr. Ogbuku has also prioritized youth development and empowerment as key pillars of his transformation agenda. The NDDC Foreign Post-Graduate Scholarship Scheme has been revived and expanded, with merit-based selection processes involving computer-based tests and interviews. Additionally, initiatives such as the Port Harcourt Tech Expo 2025 have trained over 5,000 young entrepreneurs in emerging fields like artificial intelligence, coding, and agrotech, preparing them for the digital economy. Through “Project Hope,” the Commission is engaging thousands of youths in meaningful ventures, fostering innovation and self-reliance across the region.
To encourage enterprise and regional economic growth, Dr. Ogbuku has supported the creation of the Niger Delta Chambers of Commerce, Industry, Trade, Mines, and Agriculture (NDCCITMA), which serves as a catalyst for business collaboration, industrial development, and investment promotion within the region.
Perhaps one of the most significant hallmarks of Dr. Ogbuku’s administration is the institutional reform underway at the NDDC. His “Transaction to Transformation” philosophy represents a deliberate shift from bureaucratic inertia and transactional governance to people-centered and transparent development. Moreover, Dr. Ogbuku has championed stronger collaboration with state governments and International Oil Companies (IOCs) to drive inclusive development and accelerate regional progress. This spirit of partnership is helping to eliminate duplication of efforts and enhance the impact of developmental interventions across the nine states of the Niger Delta.
