NDDC Backs Inmate Skills Development Programme in Custodial Centres Under Dr. Ogbuku’s Leadership

The Niger Delta Development Commission (NDDC), under the visionary leadership of its Managing Director, Dr. Samuel Ogbuku, has reaffirmed its commitment to human capital development by supporting skill acquisition and vocational training programmes for inmates in custodial centres across the Niger Delta region.

The initiative was revealed during a strategic meeting between the NDDC and the Comptroller-General of the Nigerian Correctional Service (NCoS), where both parties agreed on a collaborative framework to empower inmates through sustainable skill training.

According to Dr. Ogbuku, the programme is designed to equip inmates with relevant vocational skills that would aid their rehabilitation and reintegration into society upon release. The NDDC plans to identify and select suitable participants from its existing training database and match them with skilled trainers in various fields of competence. This approach, he noted, will ensure continuity, quality, and measurable impact.

The Managing Director further emphasized that this project builds upon the NDDC’s long-standing partnership with the Nigerian Correctional Service, which has over the years implemented several life-enhancing interventions, including the “Operation Light Up the Niger Delta” initiative and various Free Medical Outreach programmes across the region.

This new phase of collaboration represents an extension of the Commission’s broader developmental philosophy—anchored on sustainable human empowerment, economic inclusion, and social reintegration.

Under Dr. Ogbuku’s administration, the NDDC has intensified its focus on technical and vocational education as a means of driving long-term growth and social stability in the region. The Commission has sponsored numerous skill acquisition programmes for youths and women in fields such as scaffolding, welding, pipe fitting, ICT, catering, tailoring, and other entrepreneurial ventures aligned with the oil, gas, and construction sectors.

These initiatives are part of a deliberate effort to tackle unemployment and restiveness by equipping Niger Delta residents with practical, income-generating skills. The underlying goal, Dr. Ogbuku reiterated, is to create a society where every individual—whether within or outside correctional facilities—has the opportunity to live a productive and self-reliant life.

Through programmes like this, the NDDC continues to demonstrate that true development extends beyond physical infrastructure; it lies in empowering people, transforming lives, and restoring dignity—values that remain central to the leadership philosophy of Dr. Samuel Ogbuku.
