One such moment unfolded at the third edition of the Nigeria Excellence Awards in Public Service (NEAPS), held at the State House Conference Centre, Abuja, where the Managing Director of the Niger Delta Development Commission (NDDC), Dr. Samuel Ogbuku, was conferred with the Distinguished Award for Excellence in Infrastructure Delivery and Sustainable Regional Growth.
The award, presented on behalf of President Bola Ahmed Tinubu, was more than ceremonial recognition. It was a strong affirmation of performance-based governance and a validation of Dr. Ogbuku’s steady, reform-driven leadership at the NDDC—an institution critical to the development aspirations of Nigeria’s oil-rich Niger Delta.
Represented by the Secretary to the Government of the Federation, Senator George Akume, President Tinubu used the occasion to issue a national call to conscience for public servants. He emphasized that accountability remains the bedrock of public trust, warning that weak sanctions and lax institutional oversight fuel public cynicism. Public service, the President stressed, is a sacred trust that must be exercised with responsibility, integrity, loyalty, and efficiency, urging leaders to think creatively and act decisively in solving citizens’ problems.
Against this backdrop, Dr. Ogbuku’s recognition stood as a practical embodiment of the President’s message. The NEAPS initiative, jointly organized by The Best Strategic Media and the Office of the Secretary to the Government of the Federation, is deliberately structured to rely on empirical performance indices rather than political considerations. “This award serves as a motivation to continue driving the sustainable development of our region,” Dr. Ogbuku stated, reaffirming his commitment to improving the quality of life for the people of the Niger Delta. He made it clear that the NDDC, under his leadership, would not slow down until development reaches every corner of the region, in line with the Renewed Hope Agenda of the Tinubu administration. That confidence in Dr. Ogbuku’s leadership is shared within the Commission was evident in the remarks of the Chairman of the NDDC Governing Board, Mr. Chiedu Ebie. The 2025 NEAPS awards recognized 44 distinguished Nigerians across diverse fields, including infrastructure delivery, digital innovation, transparency and open governance, security management, and financial reform. In this distinguished gathering, Dr. Samuel Ogbuku’s award stood out for its regional significance and national implications. It highlighted the possibility of institutional renewal, even in complex environments, when leadership is guided by competence and conscience.
