How Dr. Ogbuku Is Keeping Promises, Transforming the Niger Delta

Under the leadership of Dr. Samuel Ogbuku, the Niger Delta Development Commission (NDDC) has undergone a deliberate and far-reaching transformation, marked by a strategic shift from a transactional approach to one anchored on long-term, sustainable development. By 2025, this new direction has gained considerable momentum, as the Commission moved away from the culture of small, politically driven contracts and embraced large-scale projects with regional impact, alongside a renewed emphasis on human capital development.

One of the most visible manifestations of this transformation is the “Light Up the Niger Delta” initiative, a renewable energy programme designed to deliver sustainable solar-powered street lighting and mini-grids to underserved rural communities. By the end of 2025, more than 200 communities had been electrified, significantly improving security and social life. The availability of lighting has stimulated local economies by enabling small businesses to operate into the night while also contributing to a measurable reduction in crime in previously dark and vulnerable areas.

In the area of infrastructure, Dr. Ogbuku’s administration has placed strong emphasis on completing long-abandoned legacy projects that are critical to regional integration and economic growth. Among these is the 1.2-kilometre Kaa–Ataba Bridge in Rivers State, which now provides a vital link between Andoni and Khana Local Government Areas and enhances access to Bonny Island. Equally significant is the completion of the 25.7-kilometre Ogbia–Nembe Road in Bayelsa State, which has opened up oil-producing and riverine communities that were once isolated. In Ondo State, the restoration of the 33KV feeder line has brought electricity back to the Southern Senatorial District after years of prolonged darkness. These interventions are guided by a culture of needs assessment instituted under Dr. Ogbuku, ensuring that projects are determined by genuine community priorities rather than political considerations.

Human capital development and youth empowerment have also featured prominently in the Commission’s reform agenda. Determined to shift the narrative from militancy to productivity, Dr. Ogbuku introduced Project HOPE, a comprehensive programme that established a database of Niger Delta youths and aligned them with employment and skills development opportunities. By late 2025, the initiative was estimated to have generated over 15,000 direct and indirect jobs. In education, the expansion of the foreign postgraduate scholarship scheme resulted in nearly 600 awards between 2023 and 2025, complemented by the introduction of a local scholarship programme that benefited 600 students in Nigerian universities. The administration has also invested in digital skills development, with the Port Harcourt Tech Expo 2025 providing thousands of young people with training in emerging fields such as artificial intelligence, coding and agrotechnology.

To strengthen institutional credibility and financial sustainability, Dr. Ogbuku steered the NDDC toward a Public-Private Partnership model. Through strategic collaborations with organisations such as the Nigeria Liquefied Natural Gas (NLNG) Limited and the World Health Organization, the Commission has diversified its funding base for healthcare and infrastructure projects, reducing overdependence on federal allocations. At the same time, payment processes for contractors have been streamlined, while oversight mechanisms have been tightened to enhance accountability. This reform-driven approach has earned the administration national and continental recognition, including the Sun Public Service Award in 2024 and the African Public Service Award in 2025.

Overall, Dr. Ogbuku’s tenure is widely regarded as a breath of fresh air for the NDDC. By prioritising transparency, impact-driven projects and human development, he has helped reposition the Commission from an agency long associated with controversy to a credible and proactive partner in the sustainable development of the Niger Delta.
