Under the leadership of Dr. Samuel Ogbuku, the Niger Delta Development Commission (NDDC) is undergoing a strategic shift from what he describes as a "transactional" era to a "transformational" one. Drawing from his experience as a former youth activist with the Ijaw Youth Council, Dr. Ogbuku is moving away from short-term stipends toward sustainable career development pathways for the region's youth.
Here is how Dr. Ogbuku is redefining youth empowerment in the Niger Delta:
1. Project HOPE (Holistic Opportunities Projects of Engagement)
This flagship initiative is designed to replace the old “slot” system, where political patronage determined access to training opportunities.
Digital Database: Dr. Ogbuku launched a digital repository registering millions of youths across the region. This data-driven approach ensures that empowerment initiatives are tailored to individual skills and interests.
Focus Shift: Project HOPE emphasizes merit over connections, matching young people to opportunities in high-growth sectors such as agriculture, technology, and the creative industries.
2. From Volunteerism to Internships
Dr. Ogbuku has transformed the traditional Youth Volunteer Programme into a Youth Internship Scheme accommodating 10,000 trainees.
Paid Practical Experience: Participants are placed with established organizations for one year, gaining hands-on experience while receiving a monthly stipend of ₦50,000.
Objective:
The program ensures that, at the end of the year, participants are either employable within the host organizations or equipped with the skills to launch their own businesses.
3. Collaborative Entrepreneurship
Rather than acting unilaterally, Dr. Ogbuku is fostering a comprehensive ecosystem to support young entrepreneurs.
Niger Delta Chamber of Commerce: He facilitated the establishment of this body to connect trained youth with formal business networks.
Bank of Industry (BoI) Partnership: NDDC has partnered with BoI to provide access to credit facilities and start-up capital, ensuring that post-training starter packs are invested into viable enterprises rather than being sold for cash.
4. Educational and Research Advancement
Dr. Ogbuku is advocating for a “solution-driven” curriculum in regional universities.
Research Grants: The NDDC funds research into Niger Delta-specific challenges, including environmental remediation and oil-safe agricultural practices.
Foreign Scholarship Revitalization: The Commission has stabilized its Foreign Postgraduate Scholarship Programme, ensuring timely funding for scholars to complete studies abroad and return to contribute meaningfully to regional development.
5. Transition to the Blue Economy
Recognizing the strategic geographic position of the Niger Delta, Dr. Ogbuku is steering youth toward the Blue Economy, encompassing maritime activities, fisheries, and sub-sea technologies.
Infrastructure Development: Investments in projects such as the Coastal Road and marine infrastructure are creating new opportunities in water-based commerce, positioning the region’s youth to benefit from emerging sectors.
Through these initiatives, Dr. Samuel Ogbuku is charting a new course for the Niger Delta, focusing on sustainable growth, skill acquisition, and economic self-reliance. His leadership signals a departure from patronage-driven empowerment toward a future where the youth are equipped to build lasting careers and enterprises.
