The emergency construction of two blocks of teachers’ quarters in Akipelai Community, undertaken under the leadership of the Managing Director and Chief Executive Officer of the Niger Delta Development Commission (NDDC), Dr. Samuel Ogbuku, stands as a clear demonstration of the Commission’s transition from transactional governance to truly transformational development.
