THE ARCHITECT OF RENEWED HOPE: HOW DR. SAMUEL OGBUKU ENDED A 23-YEAR INFRASTRUCTURE DROUGHT AT EDO STATE POLYTECHNIC

A LEGACY OF NEGLECT OVERTURNED

​For more than two decades, the academic community at Edo State Polytechnic, Ovia-South West, existed in a state of geographical isolation. Despite being a citadel of learning, the institution lacked a single meter of tarred road. For twenty-three years, students and faculty were defined by their endurance—battling stifling clouds of dust in the dry season and navigating treacherous mud during the rains.

​To Dr. Samuel Ogbuku, the Managing Director of the Niger Delta Development Commission (NDDC), this status quo was not just an inconvenience; it was an affront to the dignity of education. Guided by a vision of proactive intervention, Dr. Ogbuku moved to ensure that the "Renewed Hope Agenda" of President Bola Ahmed Tinubu was felt tangibly on the ground.

ENGINEERING A TRANSFORMATION: THE TECHNICAL SCOPE

​Under Dr. Ogbuku’s decisive leadership, the NDDC, in a seamless collaboration with the Edo State Government, executed an infrastructure overhaul that has permanently altered the campus landscape. This was not a superficial face-lift, but a deep-rooted engineering solution:

  • ​Paving the Future: The delivery of 4.8 kilometers of high-grade asphalt pavement, including a sophisticated 4.59-kilometer internal road network.
  • ​A Grand Entrance: The construction of a 205-meter dual carriageway at the main entrance, providing the institution with a professional aesthetic befitting its academic status.
  • ​Climate Resilience: To combat the region's notorious erosion, the project included 4.205 kilometers of reinforced concrete drainage and a 32-meter reinforced concrete ring culvert.

A CONFLUENCE OF LEADERSHIP

​The significance of this intervention was underscored by the high-profile delegation present at the commissioning. Dr. Ogbuku stood alongside His Excellency Monday Okpebholo, Governor of Edo State; Engr. Abubakar Momoh, Honourable Minister of Regional Development; and Senator Asuquo Ekpenyong, Chairman of the Senate Committee on NDDC.

​The presence of the NDDC Governing Board Chairman, Chiedu Ebie, and Executive Directors Boma Iyaye (Finance & Administration) and Victor Antai (Projects), highlighted a unified commission focused on a singular goal: delivery.

RESTORING DIGNITY TO THE NIGER DELTA

​For Dr. Samuel Ogbuku, the "Ogbuku Touch" is defined by more than just stone base and bitumen. It is about the human element of development. By connecting administrative blocks, lecture halls, and hostels with safe, accessible pathways, he has restored the dignity of the learning environment.

By identifying long-standing "unacceptable realities" and addressing them with speed and technical precision, Dr. Ogbuku is proving that the mandate of the Commission is being fulfilled—one kilometer at a time.
