NDDC LEADERSHIP: DR. OGBUKU’S TRANSFORMATIONAL STRATEGY FOR RIVERINE ROAD ACCESS

​Under the leadership of Dr. Samuel Ogbuku, the Niger Delta Development Commission (NDDC) has shifted its strategy from mere "transactions" to "transformation," specifically targeting hard-to-reach riverine areas. By prioritizing legacy projects and securing new funding (including a ₦1 trillion facility approved in 2024), Ogbuku has focused on bridges and "rigid pavement" (concrete) roads designed to withstand the region's swampy terrain.

1. THE OGBIA-NEMBE ROAD: CONNECTING ISOLATED BAYELSA COMMUNITIES

​Perhaps the most significant achievement, this 25.7km road was officially commissioned in mid-2024.

  • ​Impact: It connects 14 formerly isolated riverine communities to the mainland.
  • ​Engineering: It features 7 bridges and 53 culverts, cutting through difficult mangrove swamps that previously required hours of boat travel.
  • ​Status: Completed and in use; Ogbuku has already signaled intent for a "Phase II" extension toward Brass.

2. REACTIVATING LEGACY INFRASTRUCTURE: MAJOR RIVERINE BRIDGES AND LINK ROADS

​Ogbuku has reactivated several "legacy projects" that were stalled for years. These are critical for connecting islands to the road network:

  • ​Kaa-Ataba Bridge (Rivers State): A 1.2km bridge connecting the Andoni and Khana LGAs, providing an alternative route to the coastal hub of Bonny Island.
  • ​Iko-Atabrikang-Akata-Ibeno Road (Akwa Ibom): Includes the 600m Ibeno Bridge, which connects several oil-producing riverine communities that were previously accessible only by water.
  • ​Ogu-Okrika Bridge & Road Network: Inspected and pushed for completion in 2025/2026 to improve connectivity within the Okrika axis of Rivers State.
  • ​Gbaregolor-Ogulaha Road (Delta State): A 24km project with a 576m bridge intended to connect 10 riverine communities in Bomadi and Burutu LGAs.

3. COMBATING FLOODING WITH ADVANCED RIGID PAVEMENT TECHNOLOGY

​To solve the problem of roads washing away in flood-prone areas, Ogbuku has mandated the use of Rigid Pavement (Concrete) technology:

  • ​Oruma Road (Bayelsa): Recently commissioned, this road uses reinforced concrete to ensure durability in the swampy terrain of Ogbia LGA.
  • ​Coastal Community Roads: Various 8km to 10km internal road networks have been delivered to coastal communities in Rivers and Delta states to boost local commerce and farming.

4. LIGHT UP THE NIGER DELTA: INTEGRATING SECURITY AND ECONOMIC VISION

​Beyond the asphalt, Ogbuku has integrated the "Light Up the Niger Delta" initiative into these road projects. By installing solar-powered streetlights along new riverine roads, the NDDC has:

  • ​Increased security in formerly dangerous "hard-to-reach" corridors.
  • ​Extended economic hours for local markets in riverine towns.
