​1. Project HOPE (Holistic Opportunities Programme of Engagement)

​Project HOPE stands as the Commission’s flagship digital infrastructure for youth empowerment. By leveraging data-driven strategies, the NDDC is moving away from "blind" empowerment toward a system of merit and precision.

  • ​The Database Advantage: The initiative has created a comprehensive digital repository for over one million Niger Delta youths, allowing the Commission to match individuals with opportunities based on their specific professional backgrounds and skills.
  • ​Targeted Sectors: The second phase specifically funnels talent into high-growth industries, including Agro-tech, Information Technology, the Creative Arts, and Maritime services.
  • ​Professional Pipeline: By identifying gaps in the local labor market, Project HOPE ensures that training programs are not just educational, but are direct pipelines to industry-specific employment.

​2. The NDDC Youth Internship Scheme

​Launched to bridge the critical gap between academic learning and professional mastery, this scheme provides a safety net and a springboard for 10,000 young individuals across the nine mandate states.

  • ​Hands-on Experience: Interns are placed within reputable organizations to gain practical expertise in the Blue Economy, technology, and modern agriculture.
  • ​Economic Support: To ensure participants can focus entirely on their professional growth, the program provides a monthly stipend of ₦50,000 for a duration of 12 months.
  • ​Employability: The primary goal is to enhance the "market readiness" of the region's workforce, making Niger Delta graduates preferred candidates for national and international firms.

​3. Revitalized Scholarship Schemes

​Recognizing that specialized knowledge is the currency of the modern economy, Dr. Ogbuku has significantly expanded the Commission’s educational reach.

  • ​Global Post-Graduate Support: To date, the NDDC has sponsored over 2,700 students for Master’s and Doctorate programs at prestigious international universities, focusing on essential fields like Engineering, Medicine, and Law.
  • ​Digital Integration: Beyond international study, the Commission is investing in local professional development by distributing digital learning tools and upgrading libraries to support a culture of continuous research and innovation.

​4. Technical Entrepreneurship & Specialized Training

​The NDDC has taken a proactive stance on emerging technologies and market trends, ensuring that the youth are pioneers rather than spectators in the new economy.

  • ​Green Energy Transition: In early 2026, the Commission successfully trained 500 youths in Akwa Ibom State in CNG (Compressed Natural Gas) Autogas Conversion, positioning them at the forefront of Nigeria's energy shift.
  • ​The Tech Frontier: Through initiatives like the Port Harcourt Tech Expo, the NDDC has facilitated training for thousands of entrepreneurs in AI, coding, and advanced agrotech.
  • ​Institutional Mentorship: The establishment of the Niger Delta Chambers of Commerce, Industry, Trade, Mines and Agriculture (NDCCITMA) provides a structured environment where young business owners can access trade support, professional mentoring, and vital investment opportunities.
