SECURITY THROUGH PROSPERITY: WHY OGBUKU BELIEVES INFRASTRUCTURE IS THE BEST WEAPON AGAINST CRIME

By Dave Ikiedei Asei/Niger Delta Progress-Reporters/April 8, 2026

When we talk about security in the Niger Delta, the conversation usually shifts toward boots on the ground, surveillance, and enforcement. But Dr. Samuel Ogbuku, the Managing Director of the NDDC, is championing a shift in perspective that is as profound as it is practical. He isn't just looking at security through the lens of policing; he is looking at it through the lens of prosperity. To Ogbuku, a well-lit street, a paved road, and a functional jetty aren't just civil engineering projects—they are the most effective weapons we have against crime.

The logic is simple but deeply human: crime often thrives in the shadows of neglect. When a community is cut off from the grid, shrouded in darkness at night, and isolated by impassable roads, it becomes a breeding ground for illicit activities. By aggressively pushing for massive infrastructural development, Dr. Ogbuku is systematically reclaiming these spaces. His philosophy of "Security through Prosperity" suggests that when you bring light, you banish the cover of darkness that criminals rely on; and when you build roads, you open up the economy, giving young people a viable alternative to the life of the streets.

We see this vision in action through the widespread installation of solar-powered street lights across various communities in the region. These aren't just for aesthetics; they have transformed the nighttime economy and made neighborhoods safer for families. Dr. Ogbuku understands that a young man with a job in a bustling, accessible town is far less likely to be recruited into a life of crime than one who feels abandoned by the system. By creating an environment where businesses can thrive and movement is easy, the NDDC is effectively "de-marketing" crime.

Infrastructure serves as the foundation for hope. When the people see a bridge being built or a school being renovated, it signals that the government is present and invested in their future. This sense of belonging is a powerful deterrent to the social unrest that often fuels insecurity. Dr. Ogbuku’s approach is a testament to the fact that you cannot "police" a people into peace indefinitely; you must build them into prosperity. Through this visionary leadership, the Niger Delta is witnessing a new era where the roar of construction equipment is the most effective siren against the whispers of criminality.
