​Dr. Ogbuku’s leadership is defined by a move toward corporate governance. By integrating rigorous auditing processes—exemplified by the engagement of global firms like KPMG—he has begun the vital work of restoring international and local confidence in the Commission. His Ph.D. background in Political and Administrative Studies is evident in his methodical approach to stakeholder engagement, ensuring that the "people at the grassroots" are not just beneficiaries of development, but active participants in it. Under Ogbuku, the NDDC is evolving from a reactive interventionist agency into a proactive engine of sustainable regional growth.

​Infrastructure remains the backbone of economic liberation, and Dr. Samuel Ogbuku has identified energy as the primary catalyst. The "Project Light Up Niger Delta" initiative has moved beyond the drawing board, illuminating communities that have sat in darkness for decades.

​By prioritizing solar-powered street lighting and renewable energy solutions, the Ogbuku administration is tackling two problems at once: security and economic stagnation. In many rural communities across the nine mandate states, nighttime trade has been revitalized, and crime rates have plummeted. This shift toward renewable energy also aligns the Niger Delta with global climate goals, proving that the region can lead in the "Green Economy" even as it remains the heart of Nigeria’s oil production
