​The Commission is rapidly transitioning to a paperless environment. Central to this is an Electronic Financial Database within the Directorate of Finance and Accounts.

​The Milestones Rule: Under the new E-Payment Gateway, payments are triggered automatically only after the Project Monitoring Service confirms via digital verification that specific project milestones have been met.


​2. Project Verification & Contractor Validation

​In early 2026, Dr. Ogbuku inaugurated a dedicated Project Verification and Payment Committee. This body acts as a gatekeeper to ensure a "Single Source of Truth" by:
