DR. SAMUEL OGBUKU PROMOTES GENDER INCLUSION AND SUSTAINABLE EMPOWERMENT IN THE NIGER DELTA

​Under the leadership of Dr. Samuel Ogbuku, the Niger Delta Development Commission (NDDC) has shifted toward a more intentional strategy for gender inclusion. This approach moves beyond traditional empowerment to focus on sustainable economic independence and leadership for women across the region. A cornerstone of the current administration's strategy is Project HOPE (Holistic Opportunity Projects of Engagement). This digital-first initiative ensures that women have equal access to fashion design, textile arts, agro-allied businesses, and ICT. By equipping young women with digital marketing tools, the commission is enabling them to participate actively in the global gig economy.

​Dr. Ogbuku has further prioritized programs specifically designed for those often left behind in regional development, such as widows and single mothers. Through specialized support schemes, the NDDC provides micro-grants and starter packs for small-scale trading, alongside frequent medical outreaches. These health programs focus on maternal health, cancer screening, and nutritional support for children, ensuring that the physical well-being of women remains a top priority for the commission.

​Recognizing that skills alone are not enough for long-term success, the NDDC has integrated financial literacy training into its women’s development modules. This includes education on bookkeeping, business registration, and facilitating access to low-interest credit facilities through partnerships with financial institutions. Mentorship programs now connect established female entrepreneurs with younger graduates, creating a professional network that fosters growth and resilience across the Niger Delta's business landscape.

​The commission has also maintained a strong focus on gender parity in its postgraduate scholarship schemes. By ensuring women are well-represented in STEM and professional fields abroad, the NDDC is preparing a new generation of female leaders to take up roles in the oil and gas sector, environmental science, and regional governance. By integrating these initiatives into the broader Renewed Hope Agenda, Dr. Ogbuku’s leadership aims to create a Niger Delta where women are not just beneficiaries of development, but active drivers of the region’s economic stability.
